No Floor Too High, No Ceiling Too Low: Avoiding Exclusionary Zoning

Virtual

The final webinar in MAP's 2026 webinar series.  This webinar reviews the legal standards behind exclusionary zoning and how to evaluate whether a proposed use has a genuine need and an appropriate location within your community. It walks through common "ceiling and floor" pitfalls—like unattainable lot sizes, setbacks, or zoning designations—that can unintentionally exclude a use entirely, along with best practices for drafting approval and denial motions, conditional approvals, and findings of fact. Attendees will also get practical guidance on evaluating outside agency review, environmental and water quality concerns, and other trade tips for writing zoning standards that are consistent, administrable, and defensible.
